No matter who you are or where you live in Kitsap County, you have access to a neighborhood library and its powerful services. With nine branches, 400,000+ physical books, 63,000+ downloadable items, computers, and high-speed Internet, there are countless ways the library serves our community.

For the last 23 years, state law has limited library funding to an annual 1% increase, despite the growth of Kitsap Regional Library’s usership and needs. In order to keep our libraries sustainable and successful, funding must keep up with inflation. This modest proposal is required to continue operating our nine public libraries and funding existing, essential services.

Keep Technology &
Collections Current
Allow the Library to update computers, internet, and services as needed
Ensure reasonable wait times for books, ebooks, audiobooks, and more
Invest in the Next Generation
Invest in early literacy, providing storytimes and resources for young children
Continue after-school & summer programs, supporting learning for K-12 students year-round
Perform Necessary Maintenance
Ensure welcoming and accessible spaces for all
This measure will not fund the construction of a library in Port Orchard.
Kitsap Regional Library relies on property tax revenue for 96% of its budget. Proposition 1 requests an increase from $0.27 to $0.39
per $1,000 of assessed valuation.
This rate remains below the State-authorized maximum of $0.50 and below the $0.43 rate that voters approved in 2017.
The estimated annual increase in 2026 for a home valued at $500,000 will be $60.
If the Proposition fails, the Library would have to:

Reduce access to books, programs, and resources, meaning fewer services and longer wait times

Limit technology updates, making it harder to keep pace with modern needs.

Delay necessary maintenance and improvements, negatively impacting accessibility of library spaces

Cut educational programs and community access
